Summary This position is based out of the US Army Civilian Human Resources Agency (CHRA), Army Material Command (AMC) Human Resources Directorate, LMER Civilian Human Resource Service Center. Responsibilities Advise managers about appropriate disciplinary or other corrective techniques response to a range of conduct and performance problems. Advise negotiating committee members on the interpretation and applicability of arbitration decisions and decisions to local situations. Explain rules and procedures to employees and management to help them understand rights and obligations while maintaining and encouraging objectivity in situations. Provide HR management advisory and technical services on complex and wide impacting customer functions. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Researching and interpreting federal/local laws/policies and case law to provide advice to management officials on a variety of Human Resources labor management and employee relations issues; 2) Recommending appropriate resolutions to interrelated Human Resources labor management and employee relations issues; 3) Interpreting negotiated collective bargaining agreements to advise management on union-related matters AND 4) Advising management officials on adverse actions, disciplinary actions, performance-based actions, grievances, unfair labor practices and union requests for information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Employee Relations Labor Relations Oral Communication Problem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
